Picking a business like CFA for what is ostensibly a public building is an endorsement of sorts IMO. If city hall had a food court with a CFA there would be the same problem

A Land Value Tax could do this in booming areas, but it wouldn’t have and much effect in disadvantaged areas. I guess I should clarify.
