I think it's popular because it has the Rose Garden to walk through, but also because it's not obnoxiously big like Swope or PVP. Nobody goes for a walk at either of those. There's a scale problem with comparing the north loop parcels to huge parks in other cities. Forest Park is 1300 acres. Balboa Park is 1200. Central Park is around 850. Millennium Park is 320. I do think it should be a park, in my opinion. My gf and I are in our young 20's, we visit P&L district quite often, and the other week we were walking north on Main from the P&L district and she says "eh, turn around and go back, there's nothing even down there". That's what really got me thinking...

Ducks tickets are regularly <$20 when I've traveled to Southern California so I'm not sure that that's a relevant measure, it's probably very market-specific and average can be skewed if there's more of a market on the high-end.
